Why Is It That T Gives Lower Voices, But E Doesn't Give Higher?

Because male vocal cords are longer and thicker because of the larger amount of testosterone in their body.
If your cords are already thickened and longer, estrogen cannot reverse the effect of what testosterone has already done. Estrogen doesn't do that in the first place for natal women. Natal women have no way of having thicker/longer cords unless they have high levels of T naturally and/or they go on HRT...
Basically, estrogen doesn't have the control over vocal cords that testosterone does.
There's a difference between gaining and undoing things.

Yeah for real Miss donna. The girl who does the deep stealth video, hers is very very nice and she can go very low with her voice. I was extremely surprised so I know there is hope for people like me who have rather deep voices! Don't worry OP =) not all is lost even if you have a deep voice.

For most of us it takes lots and lots of practice. I am still working on mine and still have a ways to go. I can pass on the phone sometimes and then other times they know. If you haven't starting practicing don't wait too long because it takes a while to get down.
